Germany – Customs / Security Regulation - Stricter Verification of Import Cargo Data

Hapag-Lloyd informs about new provisions.

We would like to provide you with an update to our CustomerInfo from July 10, 2013.

No new security regulation has been enforced in German ports, but German Customs has announced a stricter verification of inbound cargo data which came into effect July 1, 2013.

This revised procedure applies to:

  • Cargo inbound into Germany
  • Cargo transshipped via German Ports
  • Both Deep Sea as well as Short Sea Services

Further to the already existing rule (EU 24H) which requires submission of correct and complete security manifest data prior to loading (deep sea) or prior to arrival in the first EU port of entry (short sea), German Customs will now put all shipments on hold after discharge for which the import manifest details are incorrect, incomplete or missing.

This especially affects all services with short transit times to German ports.

Therefore, following deadlines for import manifest amendments have to be adhered to enabling Hapag-Lloyd to submit correct manifest data to German Customs in time:

For deep sea services or short sea services with a transit time of 5 days or more:

  • 2 working days prior ETA German port

For short sea services with a transit time of 4 days or less:

  • For these trade routes it is mandatory that all manifest data is correct and complete by time of loading to the vessel calling Hamburg or Bremerhaven. 

After these deadlines any manifest changes referring to

  • Place of Receipt
  • Port of Loading
  • Port of Discharge
  • Place of Delivery
  • Vessel
  • Container No.
  • Seal No.
  • Number and Kind of Packages
  • Description of Goods
  • Cargo weight
  • Marks and Nos. – in case of un-containerized cargo

will no longer be accepted by German Customs.

Any failure will result in Customs fines and Customs duties which will be for account of the cargo.
